The ultimate purpose of the Chinook Area H&I sub-committee is to get our message of recovery to any addict whose attendance at regular N.A. meetings may be restricted. The H&I sub-committee plays a central role in the overall service effort. It initiates, co-ordinates, and conducts all H&I meetings and activities within the area. The sub-committee is the hub of H&I planning and organization.
The area H&I committee is a sub-committee of the area service committee (ASC). It meets regularly on the first Saturday of each month (with the exception of holiday weekends). It's chair reports to and is accountable to the ASC. The sub-committee is composed of a chairperson, vice-chairperson, and secretary, elected representatives as well as any other members who wish to be involved.
Functions of the Sub-committee
- Communication and dispersing of all information, to and from all panels, will be through the panel coordinators.
- The elected representatives are to communicate with the facilities and panel leaders to conduct the H&I meeting and/or presentations
- To conduct monthly business meetings to provide a forum to pool our experiences: "I can't, we can"
- Coordinates the development of any new H&I meeting presentations.
- In cooperation with P.I. makes initial contact with facilities.
- Serves as a communication link between the local H&I meetings, presentations and the H&I sub-committee at the area, regional, and world levels.
- Prepares H&I policies and procedures for the H&I sub-committee.
- Elects members who are to conduct H&I meetings.
- Serves as a distribution point for literature for meetings. Reports those transactions to the ASC.
- Will conduct learning days, workshops and orientations on relevant topics.
- Is responsible for all H&I oriented services within the Chinook Area.
Election of Representatives
- Heretofore all the sub-committee participants will be referred to as members and all elected positions will be referred to as representatives.
- Eligible voters will consist of those who have been in attendance at three consecutive H&I business meetings without missing three consecutive business meetings.
- Four voting members must be in place before business may be conducted.
- The H&I sub-committee's representatives will consist of a chairperson, vice-chairperson, secretary and all elected members. All representatives are to be elected by a majority vote of all sub-committee members in attendance.
- During elections, in the case of more than two (2) nominations for any positions, a second running ballet shall be taken of the top two (2) names. All members are elected for a term of one year and will be eligible for re-election for a second term of one year.
- The H&I chair shall open up discussion and possible vote to force vacancy of a sub-committee position (vice-chair, secretary, panel coordinator, literature coordinator) for the following:
- Missing two (2) consecutive H&I business meetings without written reports.
- Missing three (3) consecutive H&I business meetings with written reports.
- The sub-committee reserves the right to put forth a written recommendation, to the ASC, for the removal of the chair.
- In case of the resignation of the chair, the vice-chair shall automatically assume the chairperson's position until the ASC is able to elect a chairperson. The H&I vice-chair may decline; in which case the area vice-chair will assume the duties of the chairperson until the area is able to elect a new chairperson.
- In the event of an opening in any other elected position, the position shall be held open for a period of one month, or until a willing and capable member from the fellowship may be found to serve that position.
Responsibilities of Area H&I RepresentativesThe responsibilities of the sub-committee representatives are shown below. Representatives will do a lot more than this outline describes while staying within its guidelines. The success of the sub-committee depends upon the dedication and leadership of its members. Members shall attend two consecutive meetings before the member can be elected as an H&I representative.
Chairperson
- Requires two (2) years continuous clean time, plus a minimum of six (6) months involvement in H&I work.
- Keeps order at meetings, using area H&I policies and procedures.
- Prepares and follows agenda for each sub-committee meeting.
- Brings before sub-committee meeting matters that we should act upon.
- Maintains a link of communication between the H&I sub-committee and the ASC, including giving a written monthly report to the ASC.
- Keeps communication link with regional H&I sub-committee.
- Handles all public relations and initial contacts involving policy matters and/or interpretation at the public level, which pertains to H&I. This will be done with the direct cooperation of the P.I. sub-committee.
- Works with panel coordinator(s) to draft all correspondence to facilities served by the sub-committee.
- Is responsible for interchange of correspondence at the public level, as well as all correspondence within Narcotics Anonymous H&I, which involves policy matters.
- Coordinates all Narcotics Anonymous H&I activities.
- Makes regular (monthly) written reports to the H&I sub-committee on status of all current of completed projects.
- May at any time visit any meeting/presentation at any facility for a purpose beneficial to H&I, including offering assistance to panel participants.
- Presides, at all regular, special, and general sub-committee meetings.
- Reports a financial summary at every ASC.
Vice-Chairperson
- The H&I vice-chair is elected by the area H&I sub-committee, requirements are one (1) year clean time, a minimum of six months experience doing H&I work and a strong N.A. message of recovery. The vice-chair assumes the duties of the chairperson if the chairperson is unable to serve, or until a chair is elected.
- The vice-chair works with the chairperson to maintain the smooth operation of the sub-committee.
- Coordinates new panels until a panel coordinator is assigned.
- May at any time visit any meeting/presentation at any facility for any purpose beneficial to H&I, including offering assistance to panel participants.
- Attends the regular business meetings of the H&I sub-committee.
Secretary
- Keeps a complete record in the form of minutes of every regular, special, and general sub-committee meeting.
- Keeps a complete list of all representative's names, recovery dates, telephone numbers, address, and email addresses (where available).
- Keeps a phone list of all voting members of the H&I sub-committee, email address (where applicable).
- Shall keep a continuing roster of monthly attendance at the business meeting.
- Sends notices or makes phone calls for special meetings.
- Maintains all necessary stationary supplies and prepares correspondence as needed.
- Keeps a file of all such correspondence.
- Shall type and prepare any materials necessary for distribution to all members of H&I within two weeks before the next scheduled sub-committee meeting on a best efforts basis.
- Shall attend the regular meeting of the H&I sub-committee.
- Maintain a numerical list of motions.
Literature
- Shall fill literature orders from panel coordinators.
- Shall keep a continuing record of literature distributed to panel coordinators.
- Shall make a report at the regular H&I sub-committee meetings on literature distributions
- Shall work with the chairperson to ensure that necessary literature is obtained from the ASC as per the H&I budget.
- Shall audit distribution records on an ongoing basis to ensure that requests for literature form panel coordinators are prudent and do not put the sub-committee over budget.
Panel Coordinator
- Requires one (1) year clean time and should have six (6) months involvement in the area H&I sub-committee.
- Instructs panel leader(s) in facility requirements, regulations, and general rules covering H&I meeting/presentations.
- Distributes literature to facilities either directly or through panel leaders.
- Maintains regular contact with panel leaders.
- Keeps an open line of communication with the facilities.
- Calls upon officers and general sub-committee membership for any necessary assistance.
- Makes sure the literature is available and that the meeting/presentation goes as it is scheduled.
- Coordinates and maintains an updated list of all members cleared by the Correctional facility, if appropriate.
Panel Leader
- Requires at least six (6) months continuous clean time, experience as a panel member, and a willingness to be of service. Elected by the H&I sub-committee at one of its regular meetings
- Panel Leaders who live within the limits of Calgary must attend regular H&I sub-committee meetings.
- Shall conduct meeting/presentations in the facility being served according to acceptable procedures.
- Shall inform panel coordinator well in advance when unable to conduct a regular scheduled meeting.
- Shall invite all panel members to the H&I meeting and inform them of all the rules of the facility and the procedures for conducting the meeting.
- Shall be responsible for panel members in the meeting.
- May resign by giving notice to the H&I sub-committee.
Panel Member
- Shall be at least six (6) months clean.
- Shall serve for one meeting at a time.
- Shall take an active role in a meeting as a speaker or in whatever other acceptable capacity as may be requested by the panel leader.
- Shall adhere to the rules of the facility wherein he/she is, in fact, a guest.
- Shall always keep in mind that he/she may be seen as a representative of Narcotics Anonymous and should conduct himself/herself responsibly.
- May resign as panel member by giving notice to the panel leader.
Voting on Motions
All N.A. members who have attended at least three consecutive H&I sub-committee meetings (excluding special meetings) and has not missed three consecutive H&I sub-committee meetings (excluding special meetings) shall have the right to vote on all business matters including elections.
General Information
- Any member of the H&I sub-committee is automatically disqualified from further H&I activity upon relapse, but may again become eligible when he or she can conform to the requirements in these guidelines. Being clean for the purpose of this H&I sub-committee shall be defined as complete abstinence from all drugs.
- Any member not conforming to these requirements of any other which may be added later, or who refuses to abide by the rules and regulations of the facility, shall automatically be relieved from any H&I sub-committee assignments.
- No Narcotics Anonymous meeting regularly conducted under the auspices of the H&I sub-committee shall be held in any facility except when directly supervised by the H&I sub-committee or its delegated leader. This appointment must be acceptable to the facility being served.
- Any N.A. member, who is involved with a given facility on a professional or volunteer basis, should not participate I the panel serving that facility. This is intended to avoid possible conflict and the resulting damage to:
- The inmate or patient inside, or
- The working ability and privilege of the sub-committee to carry the message inside the facility.
- For the same reason, no H&I member will interfere with or use influence in any facility, court, or hospital, nor with any judge, doctor, probation or parole officer. Further, H&I members will not make any comments or promises regarding employment, parole, probation, or medical problems. We carry only the message of Narcotics Anonymous: recovery from active addiction through our spiritual program. Of course these members may participate on panels going to other facilities.

Lenth of clean time required by each facility is to be rigidly upheld by all H+I sub-cimmittee.
- Excessive use of profanity or the use of vulgar stories while sharing is strictly prohibited by the authorities of the facilities and strongly discouraged by the H+I sub-committee.
- Any member of the H+I sub-committee on parole or probation will only be allowed to participate in or ateend an H+I meeting in any correctional facility being served by the sub-committee with the express clearance of the authorities of the facility, and also their parole or probation officer.
- H+I panel members shall be responsible for their conduct in any facility, and they shall take responsibility to become informed in advance regarding the regulations of the facility being served.
- Printed instructions, which will include the foregoing and which shall be compiled and edited to fit the specific requirements of each separate facility, shall be furnished by this sub-committee to all panel members so that they will be in full knowledge of their responsibilities in connection with their individual assignments.
- You are reminded that they H&I sub-committee exists to share the Narcotics Anonymous message - our experience, strength, and hope. H&I speakers should try to get residents involved with the H&I meeting/presentation through the reading materials as well as through direct sharing (long term facilities).
- All meetings having to do with H&I outside of the regular H&I monthly meeting shall be held in a neutral location.
- To take starter kit to facilities that request panel presentations.
- That discussion items be brought forward and then discussed at next meeting.
